Is it ok to defrost chicken in water without packaging?

I was at someones house earlier and they were defrosting a chicken in the sink in a pool of cold water, the chicken had no packaging or anything. Am i right in thinking that the chicken should at least be in a bag or the packaging if defrosting in water?
