Supposedly 2 watch a '?' u go 2 the 'action bar,' 'Save' then 'Save 2 PrivateWatchlist': Wheres the ActionBar?

Somewhere in Answers.yahoo.com - in your account details - it says that to watch a question just go 2 the 'action bar' & then to 'Save' then press 'Save to Private Watchlist.' But where's the 'action bar' to begin with? I don't see any such place. Thanks! : )
