Why does SAMSUNG cheat on latin people?

Did you know that Samsung sells televisions, specifically the CL-29Z30 to latin people in Central and South America but under a swindle agreement, they sell you the television saying that it has 29 inch, the box says it's 29inch even the tv serial number states that it is a 29inch television but in reality the tv measures 27 inches. The "funny" thing about it is that they only do this to latins, they don't do it in the United States or in any other place so my question is, did you know to ho can I talk to or where can I write so other people that might have bought these article can get notice of it and do something about it.
