When will America switch to a parliamentary form of governement rather than legislative/presidential rule?

It is quite apparent to me that our Founding Fathers in all their wisdom - decided to create a form of government with an exuberance of bureaucracy - the House, Senate and Executive branches - in order to maintain that little or nothing was ever accomplished. They have succeeded with great abandon. We have one of the most inefficient forms of democracy in all of the world. I am quite certain that this was their intention in order to maintain the status quo and leave things in a constant state of internal debate where no decisions could ever be concretely and swiftly implemented. When will the American public realize that their government does not serve them nor represent their interests nor capable of implementing solutions to their problems? Surely with a smaller group of people such as a parliament, decisions could actually be realized and progress could be made. As it is now, European nations are sailing by in a progressive and intelligent manner - developing a rich culture.
